FIRST INFRASTRUCTURE COMMITTEE MEETING
The CME Infrastructure Committee held its first meeting on 13 December, considering a range of issues including in the areas of aviation, integrated land and infrastructure planning, ports policy and high wide load management. Whereas these matters had previously been dealt with under a broader committee which also looked at economics and tax issues, the intention is that this new committee will have a more specific focus.

RITC ADVISORY BOARD VACANCY - NOMINATIONS SOUGHT
CME is seeking nominees to fill a vacancy on the Resources Industry Training Council (RITC), a joint venture between the Chamber and Australian Petroleum Production and Exploration Association (APPEA). The RITC Advisory Board meets four times per year and provides industry advice to the State Government on a wide range of workforce development issues. FASTTRACK RECRUITMENT PHASE UNDERWAY
The Resources Industry Training Council (RITC) is pleased to announce that the recruitment phase of the FastTrack project has commenced. This project, in co-operation with Rio Tinto, Macmahon and Central Institute, is offering fifteen Aboriginal women the opportunity to undertake a 12 month traineeship in the Pilbara learning how to drive Dump Trucks on a 2:1 Fly-in Fly-out roster from Perth. Before being mobilised to site, the participants will also undertake a 6 week pre-employment training program organised by Central Institute to learn the technical and holistic skills to help them succeed in this traineeship. Face to face interviews with the participating companies have taken place this week, and the successful participants will start their pre-employment training early in 2012.

INDIGENOUS LEADERSHIP IN THE RESOURCES SECTOR
CME is partnering with the Australian Institute of Management (AIM) to offer four scholarships that will enable participants to gain a nationally accredited Certificate IV in Frontline Management. The content and delivery of the program has been tailored specifically to meet the needs and learning styles of Indigenous managers and supervisors.

LAND ACCESS COMMITTEE MEETING AND SUNDOWNER
The Land Access Committee held its last meeting of the year on 13 December. The Committee endorsed the CME Aboriginal heritage principles and discussed the outcomes of the Aboriginal Heritage and Native Title Industry Liaison Committee meeting and the Rangelands Reform Program. The Committee were given a presentation on CME’s work regarding community perceptions of the industry, and a presentation by the Department of Premier and Cabinet on the government’s native title policy.
Following the meeting Committee members attended the annual Land Access Committee sundowner. Guest speaker, the Hon. Peter Collier MLC, Minister for Energy; Training and Workforce Development; and Indigenous Affairs, talked about Indigenous affairs issues including the review of the Aboriginal Heritage Act.

ABORIGINAL HERITAGE AND NATIVE TITLE INDUSTRY LIAISON COMMITTEE
The Aboriginal Heritage and Native Title Industry Liaison Committee held its first meeting on 6 December. In response to members’ requests, and the opportunity to identify and address areas for reform collaboratively, the Department of Indigenous Affairs (DIA) established the Committee. The Committee agreed to its terms of reference and were provided with an update on recent administration changes in DIA, the Aboriginal Heritage Act review, and the government’s native title policy. The Committee will meet again in early 2012.

NATIVE TITLE AND ABORIGINAL HERITAGE WORKING GROUP
The CME Native Title and Aboriginal Heritage Working Group met on 21 November. Since its establishment in May the Group has met five times and received presentations from government on the Aboriginal Heritage Act review, the government’s native title policy, and recent court and tribunal decisions by the National Native Title Tribunal. The Working Group is working towards finalising a Strategic-on-a-page document to identify strategic issues to address over the next two years. In 2011, the Group was instrumental in establishing a Western Australian industry position on the Greens Native Title Amendment (Reform) Bill.
The Group will reconvene in early 2012 and will lead the development of a CME policy position on native title and Aboriginal heritage.

CME ABORIGINAL HERITAGE PRINCIPLES
The Land Access Committee has endorsed revised CME Aboriginal heritage principles. The principles can be used by members to assist in dealings with Aboriginal groups on heritage matters. The principles address the process of minimising the risk of disturbance to sites, undertaking heritage surveys, costs associated with heritage work and section 18 applications and consent. The principles will also be used to assist in the development of a CME native title and Aboriginal heritage policy position in 2012.

DEC AND DMP PRESENTATION ON THE CONSERVATION MANAGEMENT PLAN GUIDELINES
On 7 December, the Departments of Environment and Conservation (DEC) and Mines and Petroleum (DMP) gave a presentation to the Land Access and Environment Committees on the guidelines for conservation management plans relating to mineral exploration on lands managed by DEC. CME developed a submission to both departments raising concerns about, amongst other things, duplication of process with the Program of Works process. DEC and DMP responded to CME’s submission and will continue to revise the guidelines as issues arise.

DEPARTMENT OF HEALTH – HIGH LEVEL GOVERNING COUNCILS
The Department of Health is attempting to make WA’s public health system more responsive and accountable to the community. From 1 July 2012, Western Australia will be served by five new Health Services, each with a high-level governing council made up of community members and clinicians, selected by the Minister for Health.
Governing councils will play an important role in planning, monitoring and reporting on our public health services, and engaging with clinical and community stakeholders. Member companies may have an interest in nominating.

WOODSIDE AND NGALA PARTNERSHIP AWARDED
Ngala’s Nurturing the Pilbara partnership with Woodside has won an Excellence Award for Social Responsibility at the 20th World Petroleum Congress in Doha, Qatar.
Woodside supported the creation of Ngala’s ‘Nurturing the Pilbara’ program, which began in Karratha in 2008 in an effort to support community development and employees in the Pilbara. The Excellence Awards recognise companies and public or private institutions, for projects or innovations that promote or operate with high excellence.
The World Petroleum Council Excellence Awards (WPCEA) for Technological Development and Social Responsibility Awards recognise the world’s most outstanding projects and innovations in the oil and gas sector every three years. CME would like to congratulate Woodside on this success.

EDITH COWAN UNIVERSITY – CYBER SECURITY INITIATIVE
ECU and QUT are seeking like-minded organisations to participate in Australia’s first Cooperative Research Centre (CRC) dedicated to advancing and enhancing cyber security knowledge and capacity.
The increasing usage and reliance on electronic communications and data storage coupled with the rapid proliferation of means to access electronic networks creates an attractive opportunity for crime and misuse. As a result, we are now seeing an increase in the number and sophistication of cyber attackers – and the risks very applicable to the mining and resources sector.
Organisations can contribute via direct financial commitments or in-kind contributions. Interested parties can indicate their intended commitments by signing a Participant Declaration. These declarations of intent will be used in the Government’s CRC application process to determine government co-contribution of funds should the bid be successful.

KALGOORLIE RECOGNISED AS THE GOLD CAPITAL
Kalgoorlie’s reputation as the Gold Capital of Australia has been reinforced. The dome at the top of the old post office building in Kalgoorlie’s Hannan Street has been gilded.
Kalgoorlie Consolidated Gold Mines (KCGM) provided the gold and funding required for the gilding project. The building will become the region’s new court house after renovations have been completed. The dome was unveiled in time for the annual St Barbara’s Festival parade.
