WATER SERVICES REGULATIONS SUBMISSION

On 25 November CME lodged a submission as part of the consultation process for regulations for the Water Services Bill. The submission reiterated CME’s long-held position that mining camps should not be required to hold a water services licence for their supply. The submission also touched on the use of dewatered water, licence fees, and the development of an industry Code of Practice.

CME is supportive of the broad direction of the Water Services legislation as it represents a key milestone in Western Australia’s journey to fulfilling commitments to the National Water Initiative (NWI). CME will continue to engage with the Department of Water and other stakeholders through the Water Issues Group. MINING SECURITIES WORKING GROUP MEETING

The Department of Mines and Petroleum (DMP) held the final Mining Securities Industry Liaison Committee meeting on 11 November which was attended by CME and the Mining Securities Working Group.

The final version of DMP’s proposal advocating for a Mine Rehabilitation Fund (MRF) was discussed and DMP proposed a transitional arrangement amalgamating the MRF with the current bond policy. CME opposes the transitional arrangement, whilst supporting the MRF.

DMP will be submitting their proposal to the Minister for Mines and Petroleum in December.
CME is working with the Tax Working Group and Pricewaterhouse Coopers to assess the tax implications of the MRF on industry.

CME MEDIA SUNDOWNER

CME hosted journalists, media representatives and communications staff from member companies at The George this week to reflect on the issues dominating the resources sector this year.

The ability of CME to communicate its position on these matters is an important function its advocacy efforts and Chief Executive Reg Howard-Smith thanked those in attendance for helping achieve that.

CME has increased its media presence this year with Reg contributing a monthly OpEd in The West Australian Business Section (the next of which will be printed on 7 December) and a CME twitter profile with over 100 followers in just three months.

MID WEST TOUR WITH DIA DIRECTOR GENERAL

CME hosted a Mid West tour for the newly appointed Director General of the Department of Indigenous Affairs (DIA), Cliff Weeks in late November. The tour included meetings with the Mid West Development Commission, the Durack Institute of Technology and the Aboriginal Workforce Development Centre.

Mr Weeks also gave a presentation to the Mid West Regional Council on the Aboriginal Heritage Act review and recent administrative changes in the DIA. The tour concluded with a visit to Sinosteel Midwest Corporation’s Koolanooka site to better understand approval issues and mining operations.

NGO INDUSTRY ENVIRONMENT FORUM MEETING

Members of the NGO Industry Environment Forum (NIEF) met on 21 November to discuss the current operation and key issues to put on the NIEF 2012 agenda. These included a Biodiversity Initiative, water allocation issues, and exploring the species scale protection versus an ecosystem scale management protection.

NIEF endorsed the upcoming fieldtrip to the South West to explore issues around mine closure, rehabilitation and land use conflicts in the region.

ST BARBARA’S MINERS MEMORIAL SERVICE

On 1 December CME President Greg Lilleyman and Chief Executive Reg Howard-Smith attended the St Barbara’s Miners Memorial service in Kalgoorlie. The industry proudly announced that no Goldfields miners had lost their lives in the preceding twelve months, testament to the considerable effort placed on safety by industry.

As CME President, Greg took part in the service by placing a wreath at the memorial on behalf of CME members. Following the memorial service, CME hosted a sundowner as an opportunity for members and regional community stakeholders to reflect on the year’s achievements.

LAVERTON MINING LIAISON MEETING

The Laverton Shire recently hosted their bi-annual Mining Liaison Meeting. In attendance were representatives from local mining companies, community leaders from the town of Laverton, Shires of Laverton, Department of Mines and Petroleum and CME.

The exchange of information at the forum was equally beneficial to the mining industry and the community. Future mining activity in the region was discussed along with infrastructure plans, transport routes and upcoming community and agency activities.

SOUTH WEST REGIONAL COUNCIL

The South West Regional Council (SWRC) held an end of year meeting and dinner in late November. The evening commenced with the election of new Chair, Andy van Dijk, BHP Billiton Worsley Alumina. Pat Scallan, Talison’s Greenbushes operations was elected as Deputy Chair.

Over dinner, guests had the opportunity to learn about BHP Billiton Worsley Alumina on their $3.4b expansion project. CME thanks those who attended the dinner, and all members of the regional council for their contribution throughout the year.

2011 WA GAS AWARD

 
Verve Energy Chairman David Eiszele is the 2011 WA Gas Industry Development Award winner. Mr Eiszele’s impressive career spans 47 years and includes significant moments in WA’s energy history including construction of the Kwinana Power Station and design and construction of the Dampier to Bunbury gas pipeline.

Sponsored by CME and North West Shelf Gas Pty Ltd, the award recognises an outstanding contribution by an individual or company toward development of the domestic gas industry in WA. Mr Eiszele was presented with his award at a small ceremony at CME’s office on 25 November.
