MINERALS RESOURCE RENT TAX

On 2 November 2011, the Federal Government introduced legislation into the lower house of Parliament for the Minerals Resource Rent Tax (MRRT) and to extend the Petroleum Resources Rent Tax (PRRT) as part of a wider legislative package which includes changes to the superannuation guarantee and company tax rate.

The legislative package, including the MRRT and PRRT components, is expected to be referred to the House of Representatives Economics Committee which is to report back by 21 November 2011. The government is aiming to have the package passed by the lower house by the end of the year. Passage of the legislation is dependent on support from the key independents which has not been secured. In particular, Mr Tony Windsor MP has aired concerns over the environmental impacts of coal seam gas and is seeking the Federal Government to fund a bioregional assessment with revenue from the MRRT.

CME will continue to review the introduced legislation and monitor the political debate.

2012 SAFETY AND HEALTH INNOVATION AWARDS
NOMINATIONS CLOSING SOON

CME’s Safety and Health Innovation Awards recognise creativity and ingenuity in workplace health and safety and aim to promote innovation within the Western Australian resources industry.

Entries can be submitted into one of three categories; People, Systems or Engineering. Entries for the 2012 Safety and Health Innovation Awards close on 11 November 2011.

2012 WOMEN IN RESOURCES AWARDS  FINAL CALL FOR NOMINATIONS

Nominations for the 2012 Women in Resources Awards will close on Monday 7 November. The Awards recognise the power of diversity in the Western Australian resource sector and encompass all aspects of the sector. This year there are five award categories. Interested individuals and organisations are encouraged to apply.

STATE GOVERNMENT NATIVE TITLE POLICY MEETING

CME recently attended a meeting with the Department of Premier and Cabinet (DPC), and other relevant stakeholders to discuss the government’s native title policy and Aboriginal heritage related matters.

The government considers there are significant benefits to be gained from the adoption of a more cohesive long term approach to land management in determined native title land and has prepared a government Indigenous Land Use Agreement (ILUA). The ILUA aims to streamline certain future act processes and provide a foundation for prescribed body corporates to build a relationship with government about future land use and development.

CME will seek a presentation from DPC on the government’s policy for the Land Access Committee at its meeting in December.

NATIVE TITLE AND ABORIGINAL HERITAGE INDUSTRY LIAISON COMMITTEE

Following discussions between CME and the Department of Indigenous Affairs (DIA), DIA has established an Aboriginal Heritage and Native Title Industry Liaison Committee. It is proposed the Committee will be the central forum for liaison between industry, DIA and the Department of Premier and Cabinet (DPC) to address issues relating to the Aboriginal heritage and land access regimes. The Committee would also assist DIA and DPC in reforming and implementing the Aboriginal Heritage Act 1972, native title and other policy, procedures and regulations.

Other key industry associations will be invited to join the Committee. It is proposed the first meeting will occur in December and will be chaired by DIA.

CME DIVERSITY IN RESOURCES SURVEY

CME has recently circulated the 2011 Diversity in Resources Survey to member companies. The Diversity in Resources Survey measures the workforce participation of females and Indigenous males and females across a broad range of occupational categories.

The survey will be used to guide the development of relevant strategies and appropriate policy responses and provide general industry benchmarks upon which industry success can be measured in increasing the workforce participation of these under-represented groups.

CHOGM WRAP UP

CME Chief Executive Reg Howard-Smith has had the opportunity engage with delegates and guests of the Commonwealth Heads of Government Meeting (CHOGM) and parallel events. After participating in the Commonwealth Business Forum (CBF), Reg also attended the State Reception Garden Party and the CHOGM Opening Ceremony. CME’s key engagements are outlined below.

New Commonwealth Mining Network
CME is pleased to be a foundation partner of the new Commonwealth Mining Network, announced as part of the CBF. The Network includes mining companies and mining service providers who were involved with the Business Forum along with mining chambers from Commonwealth countries.

India Mining Roundtable
CME chaired the India Mining Roundtable as part of the CBF. The Roundtable provided an avenue to discuss the great potential for joint ventures and partnerships in the mining sector.

Spouse/Partner Program
CME represented the Western Australian resource sector in presenting to the CHOGM Spouse/Partner program.

WHAT’S DOWN THE TRACK

Approximately 180 delegates attended this year's "What's Down the Track" business and industry forum hosted by CME in partnership with Kalgoorlie-Boulder Chamber of Commerce and Industry and the Goldfields Esperance Development Commission.

Nineteen presenters including established and emerging mining operations in the Goldfields Esperance region outlined their current and future developments. CME Director, Damian Callachor was one of the presenters.

The forum identified positive signs for the region with a number of new projects coming on stream in 2012, and strong consolidation of existing projects in the region.

SKILLED MIGRATION

The Department of Immigration and Citizenship (DIAC) will host Skills Australia Needs information sessions in London on the weekend of 25-26 February 2012. The free sessions will provide an opportunity for employers and state and territory governments with skills shortages to meet with pre-screened skilled workers to discuss potential employment or sponsorship opportunities. These sessions will primarily target skilled workers within health, engineering and select trades occupations.

Participating organisations will then have an opportunity to meet and speak with the pre-screened skilled workers to discuss potential employment or sponsorship opportunities. Please email skill.events@immi.gov.au to lodge an expression of interest to attend the information sessions in London.
