CME RESOURCES AND ECONOMICS REPORT
The December 2011 edition of the WA Resources and Economics Report, prepared by the Chamber of Minerals and Energy of Western Australia (CME), in conjunction with KPMG, shows the resources sector continues to provide stability to the economy and is keeping unemployment down.
The Report aims to provide a comprehensive overview of the health of the WA resource industry using a range of lead and lag indicators. The report uses the latest data available from a range of established sources. Relevant commentary is also provided throughout to highlight key exceptions and emerging trends.

NATIVE TITLE AND ABORIGINAL HERITAGE WORKING GROUP
The CME Native Title and Aboriginal Heritage Working Group will hold its first meeting for the year on 2 February. The Working Group will identify strategic issues which can be addressed by the Department of Indigenous Affairs (DIA) Native Title and Aboriginal Heritage Industry Liaison Committee, and the Minerals Council of Australia’s Indigenous Relations Working Group. Aaron Rayner, Chief Heritage Officer at the DIA, will provide an update on recent administrative changes in the DIA.
The Working Group and Land Access Committee will also discuss their expectations of the CME policy position on native title and Aboriginal heritage with Economic Consulting Services who have been commissioned to develop the position.

RANGELANDS REFORM PROGRAM BRIEFING
On 2 February, the Hon. Wendy Duncan MLC, Parliamentary Secretary to the Minister for Regional Development; Lands will hold a briefing for members on the proposed reforms to the Land Administration Act 1997. CME developed a response to the government position highlighting concerns the amendments will provide rangeland lessees with ‘accidental’ veto rights over mining activities.

DRAFT MID WEST REGIONAL PLANNING AND INFRASTRUCTURE FRAMEWORK SUBMISSION
On 18 January CME lodged a submission to the Department of Planning and Western Australian Planning Commission around the Draft Mid West Regional Planning and Infrastructure Framework. A key objective of the draft Framework is to “identify the priority regional infrastructure projects to facilitate economic and population growth in the Mid West”.
CME’s submission called for government to adopt a State-wide approach to infrastructure planning and develop a State Infrastructure Plan, which would be supported by regional plans such as the Mid West Framework.
Notwithstanding, CME’s submission welcomed the flagship prioritisation of the Oakajee Port, Mid West energy project, new and upgraded railway lines from southern Mid West mines to Geraldton, Oakajee Narngulu Infrastructure Corridor, a Mid West Energy Strategy, and Mid West regional water planning. CME advocated for projects to be quantitatively prioritised with details of timeframes, funding source, and funding commitment.

ASX AND JORC REVIEW SUBMISSIONS
On 25 January CME lodged submissions to the ASX Listing Rules review issues paper and the JORC (Joint Ore Reserves Committee) Code Review issues paper. Although independent, the reviews canvass similar issues. Consequently CME prepared a single position that was submitted to both reviews.
Key matters covered in CME’s submissions included the nature and degree of existing non-compliance, advocating the role of the ‘Competent Person’, discussion of the risk that onerous and prescriptive reporting requirements may not necessarily deliver useful and reliable information upon which investors can make informed investment decisions, disclosure of exploration and production targets, international practices, and company reporting.

APPROVALS WORKING GROUP
CME’s Approvals Working Group (AWG) met on 18 January 2012. Strategies to advocate for future government reform of the environmental approvals system were discussed, as was the Environmental Protection Authority’s review of the Environmental Impact Assessment Administrative Procedures 2010.
CME will be making a submission on the review, in conjunction with the Environment Committee and AWG, and are seeking comments by close of business 6 February 2012.

PUBLIC COMMENT SOUGHT ON DRILLING CODE OF PRACTICE DRAFT
The Department of Mines and Petroleum (DMP) has announced a draft code of practice for the minerals industry in Western Australia for all those involved in drilling operations. The draft code offers a practical and accessible guide for anyone working in drilling operations, from a driller’s offsider to a managing director, to address possible hazards and risk factors.
As part of the development process for this draft code of practice, Resources Safety is seeking public comment on the document, which can be accessed online at http://www.dmp.wa.gov.au/documents/Code_of_Practice/MSH_COP_Draft_MineralExplorationDrilling.pdf
Following the public comment period, the code of practice will be presented to the Mining Industry Advisory Committee (MIAC) and the Minister for Mines and Petroleum for final approval before publication. Members wishing to make any comments on the draft code of practice can address them to the Manager Safety Communications, su.ho@dmp.wa.gov.au at the Department of Mines and Petroleum by 5pm on Friday, 30 March 2012.

IAEE CONFERENCE
The International Association for Energy Economics (IAEE) conference will examine the dynamism of the world energy sectors in the context of what effect the Kyoto Process, which ends in 2012, had on the energy markets, technologies, and systems of the world
The IAEE is the international peak body for energy economics. In conferences they strongly encourage the participation of industry presenters, as well as that of PhD students and early career members in the energy sector.

National Electrical and Communications Association
The National Electrical and Communications Association (NECA) is the peak industry body that represents the best interests of the electrical and communications contracting industry in Australia.
