Department of Transport Briefing

The State Government is undertaking two infrastructure-related planning and policy projects managed by the Department of Transport (DoT):
Freight Transport Plan
Given the potential implications for members’ supply chains of changes in these areas, CME intends to make submissions in response to these pieces of work. To inform these responses and assist members understand the potential implications for their operations, CME will be hosting a briefing for members by the DoT:

WA Ports Review
In recent years, a rapidly expanding resources sector has challenged some major WA ports' capacity to capture all business opportunities available to them. As such, the governance arrangements for these ports have come under scrutiny from government and industry. For example, the Economic Audit Committee report, which was released in October 2009, identified the need for a third party access regime for ports, and suggested existing port authorities should be merged to create three port authorities – North, South and Metropolitan.
The WA Ports Review Issues Paper (available at www.transport.wa.gov.au/imarine/21900.asp) references the Economic Audit Committee report’s comments on port arrangements, and canvasses governance options such as the creation of expanded or regional port authorities. It also discusses the possibility of including non port-authority ports under the jurisdiction of the nearest port authority port.
The Issues Paper also explores a range of other governance issues, including the legislative objectives of port authorities and their planning and reporting requirements.
Submissions in response to the Issues Paper are to be lodged with the DoT by COB 25 March 2011. These submissions will inform the Draft Recommendations Paper to be released in mid 2011 for further comment.
Regional Freight Transport Plan
The DoT is preparing a strategic freight network plan for regional WA, titled the Western Australian Regional Freight Transport Plan.
The stated purpose of this Plan is to guide the future development of the freight transport network to respond to economic and population growth. The DoT has engaged Neil Matthews, Hyder Consulting, to undertake freight network modelling to support the development of this plan.
CME understands that a number of member companies with bulk freight tasks have been contacted by the DoT to provide data to support this modelling work.
CME has been calling for longer term infrastructure planning of this nature for some time and sees this as an opportunity to highlight the current and future needs of the resources sector, and prompt the government on key issues, for example, the need for effective infrastructure corridor planning and investment.
The discussion at the 24 March briefing session will focus on:
- Future strategic issues for the network
- Current and emerging impediments and deficiencies of the network
- Priority needs of the network
